Why AP2J exists
Rights that are not exercised end up protecting no one. AP2J exists because rights designed to hold institutions accountable — access to public documents, the right of petition, the right of access to a court — were going unused in the legal and judicial sphere, particularly in Geneva.
We force open doors when silence is the norm, we take matters to court when the administration refuses to act and we make all our case documents public.
This is the role of civil society in a democracy: ensuring that democratic safeguards and institutional oversight are actually available — and exercising them when no one else will.
How AP2J acts

Access to documents
Demanding disclosure of documents held by public authorities and, in case of refusal, bringing the matter before the competent mediation and appeals bodies.

Legal challenges
Provoking formal administrative decisions in order to challenge them before the courts — from the cantonal level to the Federal Supreme Court and the European Court of Human Rights.

Petition
Collecting signatures and filing them with the authorities to place an issue on the agenda.

Formal complaints
Reporting malfunctions to the competent supervisory authorities, from the Court of Auditors to federal bodies.
Board members
AP2J fought to keep the identity of its other members protected. The Constitutional Chamber of the Court of Justice confirmed this in ruling ACST/16/2026.
